      PRINCIPAL ENGINEER

      GENERAL PURPOSE

      To organize, manage and administer various engineering functions including the research, survey, design, permitting and construction inspection of site/subdivision development and capital projects; and to provide highly responsible staff assistance to the City Engineer. Receives direction from the City Engineer. Exercises direct supervision over professional, technical, and clerical staff.

      ESSENTIAL JOB FUNCTIONS

      Promotes and follows the City’s mission statement, values and expectations
      Coordinate the organization, staffing and operational activities for various engineering functions including research, survey, design, permitting and construction inspection of site/subdivision development and capital projects.
      Participate in the development and implementation of goals, objectives, policies, and priorities for assigned engineering programs and services; identify resource needs; recommend and implement policies and procedures.
      Prepare and maintain the City’s Storm Water Management Plan under the direction of the City Engineer. Review and submit the reports as required under the MS4 permit to the State of Utah. Coordinate with City Staff and outside Agencies for all storm water related functions.

      Prepare and maintain the City’s Municipal Wastewater Planning Program (MWPP) under the direction of the City Engineer. Review and submit the reports as required under the USMP to the State of Utah. Coordinate with City Staff and outside Agencies for all sewer permitting related functions.

      Prepare and maintain the City’s Fats Oils and Grease Program.
      Prepare designs for street renovation or reconstruction; develop designs for sanitary sewers, storm sewers and water mains.
      Understanding of Flood Plain Management.

      Prepare detailed data for contract administration, compile specifications and cost estimates.

      Deal with private contractors, engineers, architects, and staff on construction contract procedures; ensure compliance with procedures and labor regulations.

      Monitor the performance of contractors engaged in construction activities.

      Maintain records and develop reports concerning program effectiveness; maintain records of contract documentation.

      Deal courteously with the public, answer questions and inquiries regarding contract activities
      Maintain awareness of new developments in the field of contract administration; incorporate new developments as appropriate into programs.

      Maintain and file various reports.

      Prepare statistical reports as required.

      Select, train, motivate and evaluate professional personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

      Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.

      Participate in the development and administration of the Engineering Division program budget; forecast additional funds needed for staffing, equipment, materials and supplies in assigned areas of responsibility; direct the monitoring of and approve expenditures; recommend adjustments, as necessary.

      Coordinate engineering services with those of other divisions and outside agencies and organizations; provide staff assistance to the City Engineer; prepare and present staff reports and other necessary correspondence.

      Meet with developers, engineers, and property owners to discuss City requirements pertaining to proposed development projects.

      Participate in field reviews to observe current and future construction projects; resolve conflicts as required; authorize charges to contracts.

      Review and approve site/grading plans, encroachment permits, storm water, sewer and transportation overload permits; review and recommend approval of construction plans.

      Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.

      Participate in safety and risk management activities; take action to reduce liability to the city.
      Perform other related duties as required/assigned.

      EDUCATION AND EXPERIENCE REQUIREMENTS

      Requires three years of increasingly responsible professional civil engineering experience and three years of project management responsibility. Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field or other combination of education and experience that demonstrates the required capabilities. Possession of an appropriate valid Utah Professional Engineer’s license (P.E.) is desired but not required at the time of hire. Must be able to obtain a P.E. within one year of hire. If a P.E. has not been obtained, recognition as an Engineer in Training (E.I.T.) in the State of Utah is required.
