      American Fork City is hiring for an entry level Civil Engineer. This person performs a variety of entry level professional and technical duties as needed to assist, coordinate, and participate in the design, development, permitting, and construction of City infrastructure. Works under the supervision of the City Engineer.

      HOURS: Monday – Thursday. 7 am – 6 pm.
      WAGE: $55,000 – 80,000 annually

      ESSENTIAL FUNCTIONS

      Conducts engineering division review and provides recommendations regarding approval of residential and commercial land development project construction plans; ensures compliance with City, State, and Federal codes and standards; including traffic, parking, utility, drainage, right-of-way, and other issues relative to land development and City infrastructure improvements; reviews documents pertaining to recommendations regarding of other actions by the City Land Use Authority such as (annexations, zone changes, special use permits, etc.).

      Assists with coordination of project plan review between City engineering services and City Planning Division; routes and tracks of development submittals and progression toward construction; communicates with applicants regarding development review process in all forms of standardly accepted professional communication; tracking for both projects reviewed by City staff and by contract engineering services.

      Prepares staff reports for City Planning Commission, providing recommendations and conditions regarding development plans.
      Reviews public works project construction plans to determine compliance with established public works policies, rules, regulations, ordinances, and other guidelines; performs periodic public works inspections to assure compliance with material specifications and work quality.

      Provides field inspection services in supplement to the City Public Works Inspector of ongoing construction projects; serves as liaison for coordination of construction questions or issues between contractor and City Engineer.
      Coordinates and participates in a variety of activities undertaken by the City Engineering Division related to City system operations including traffic, signalization, roadways, active transportation, street lighting, City utility systems, and franchise utility systems.

      Conducts engineering division review of franchise utility permit requests for placement of franchise utility systems within City rights-of-way; coordinates permitting with entities and City personnel.

      Coordinates and participates in City infrastructure and capital facility improvement project planning; coordinates project priorities; completes preliminary design of utility systems; aids in establishing city master plan for various utility and transportation systems; conducts traffic studies to support project design and enforcement activities.

      Under the direction of City Engineer, prepares infrastructure designs for construction; makes civil engineering and cost estimation calculations, performs field reviews to gather project information, creates drawings, charts, maps using computer-aided design software (AutoCAD), MS Office, and other civil engineering related software.

      Prepares reports, letters, and analysis using word processing, database and spreadsheet programs; uses computer programs, such as GIS, to manage data and simulation programs for the analysis, studying and modeling of infrastructure systems.

      Assists with various aspects of project management and scheduling; ensures adherence with established standards and work plans, processes and procedures; coordinates legal activities and requirements; prepares change orders; monitors consultant and contractor activities and work to assure compliance with standards and contract specifications; reviews bids by contractors and prepares abstracts of bids, assures timely completion; conducts and coordinates project inspections.
      Prepares and/or reviews legal descriptions of properties; submits to the county for recording; prepares various forms of plats and or maps for review by City Engineer and/or Surveyor to be recorded with at County; prepares drawings and maps using via AutoCAD or ESRI products.

      Completes field surveys for existing and proposed improvements using GPS, total station, optical and/or laser levels.
      Performs routine drafting as needed to update city maps to show changes in city boundaries, additions of subdivisions, streets, utilities; performs drafting of engineering designs to show existing improvements, right-of-ways, utilities, roadways, buildings, etc.

      Routinely attends evening meetings such as City Planning Commission, City Council, Irrigation Company, Special Districts as assigned.

      MINIMUM QUALIFICATIONS
      1. Education and Experience:
      Graduation from college with a bachelor’s degree in civil engineering
      2. Special Qualifications: Within 12 months of hire, must acquire an Engineer-In-Training (EIT) Certificate.

      3. Knowledge, Skills and Abilities:
      Working knowledge of computerized engineering systems and instruments (CAD) and related peripheral equipment; traffic signalization concepts and controls; use of a variety of technical engineering equipment and drafting tools. Some knowledge of: Project management
      Software applications and basic programming related to specific engineering software
      Civil engineering methods, principles and practices
      Construction methods and materials common to public works projects

      Ability to communicate effectively verbally and in writing; read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public. Ability to understand requirements from codes, regulations, contracts, and permits.

      3. Work Environment:

      Tasks require a variety of physical activities not generally involving muscular strain. Physical demands may occur in activities related to walking, standing, stooping, sitting, reaching, etc. Talking, hearing and seeing required in the daily performance of job duties. Mental application utilizes memory for details, emotional stability and discriminating thinking and creative problem solving. Periodic travel required in course of performing portions of job functions.
